The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. ABOUT THE ROLE
Under the supervision of the Toll Revenue Supervisor, the Junior Financial Analyst will perform a variety of tasks for the All Electronic Toll (AET), Express Lanes and FasTrak programs including review and assessment of financial and business controls for the three programs, and review of dataflow diagrams for auditing, reconciling, analyzing and financial reporting duties Responsibilities may also include the following:
• Accountability and auditing the accuracy of all toll revenue systems and ensue revenue security throughout Authority, including leading system reconciliation and audit of specific toll plazas and express lane corridors for the BATA and the BAIFA.
• System reconciliations and audit including the analysis of toll variances, revenue and traffic reports disparities, and lane equipment malfunctions.
The position holds an integral part of the revenue recognition process, which requires routine revenue report development and management. Furthermore, the experience and expertise of the incumbent will help define and implement the next All Electronic Toll System for BATA. The Financial Analyst may perform other job-related duties as needed or assigned by the Supervisor, Department, or Section.
ESSENTIAL DUTIES & RESPONSIBILITIES
• Audit, reconcile and report daily, weekly and monthly toll revenue for the BATA and the BAIFA.
• Audit toll collection systems for BATA and BAIFA. Report toll system equipment and system software problems to supervisor.
• Evaluate, analyze, and interpret financial and traffic trends by reviewing current and historical traffic data and report anomalies to supervisor.
• Assist in toll system upgrades and replacements, including but not limited to documentation review, system design development, system acceptance test, and system implementation.
• Gather, organize, and digitize files and documents for storage purposes.

KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of:
• Toll industry best practices;
• Generally Accepted Accounting Principles (GAAP);
• Public accounting, auditing or public finance best practices; and
• Enterprise financial systems and internal control development.
Skills and Abilities
• Communicate and present clearly and concisely, both orally and in writing;
• Perform mathematical calculations quickly and accurately;
• Provide suggestions to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate;
• Investigate, analyze, evaluate, monitor, and resolve variances;

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Bachelor’s degree in accounting, business administration, finance or related field. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with their application.
Experience: One year of professional experience in treasury, governmental budgeting, governmental fund accounting, or similar field. Two or more years of professional experience preferred.
License/Certificate:
Possession of a valid California Class C driver’s license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
