The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. ABOUT THE ROLE

Under the general direction of the Section Director, Data Strategy and Analytics (DSA), the Assistant Director will be an individual who can successfully provide timely and strategic technical expertise and operating support for the Agency’s Data and Analytical systems. This position will directly support the development of work plans, budgets, and staffing plans to carry out a robust data and analytics portfolio supporting multiple MTC Sections that have significant data driven programs. This position will also partner with the Technology Services Section to support and implement software, data, and information security strategies that support strategic investments in the agency’s information technology. This position is responsible for on-going evaluation and implementation of improved technologies in support of the Agency’s business strategy, goals and objectives.

The ideal candidate will have hands-on experience in the application of Data Science, Data Management and Application Development in support of major data driven initiatives or programs requiring significant data and analytical support.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

This position is responsible for implementing overall strategy, planning, analyzing, acquiring, deploying and managing the operations of MTC’s Data Strategy and Analytics functions and resources. These duties encompass the following:

 

General Administration and Project Management

•   Provide strategic oversight for data and analytics functions, ensuring alignment with organizational goals.

•   Facilitate cross-departmental collaboration to integrate data-driven insights into internal operations.

•   Develop and manage the budget for data and analytics projects, ensuring efficient allocation of resources.

•   Monitor expenditures and prepare financial reports, ensuring adherence to budgetary constraints.

•   Develop detailed project plans, including timelines, milestones, and resource allocation.

•   Coordinate with stakeholders to define project requirements and deliverables, manage expectations, and address any issues that arise.

•   Lead and manage data and analytics projects from initiation through completion, ensuring timely delivery and quality outcomes.

 

Staff Supervision and Capacity Building

•  Supervise and mentor a team of data analysts, data scientists, and web developers.

•  Conduct performance evaluations, set goals, and provide constructive feedback to team members.

•  Foster a collaborative and innovative team environment that encourages professional development and continuous improvement.

•  Ensure the team has the technical skills and resources needed to perform advanced data analysis and reporting.

•  Stay updated on industry trends and emerging technologies to advise on innovative approaches for Data Science, Spatial Analysis, Data Governance and Web Development.

•  Support the development and implementation of best practices for data governance, data quality, and analytics methodologies.

 

System Administration and Technical Implementation

•  Oversee the implementation and maintenance of data analytics tools and platforms supporting each core functional area of work carried out by the DSA Section (Application Services, Data Services, Data Science, and Business Intelligence).

•  Troubleshoot complex technical issues and collaborate with IT to resolve data-related problems.

•  Supervise the development and maintenance of internal and external web applications related to data visualization and reporting.

•  Ensure all externally facing applications are optimized for performance, security, and user experience.

•  Work with front-end and back-end developers to integrate data sources and analytics features into web interfaces.

 

QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

•  A strong background in data management and geospatial analysis within an urban planning and/or public policy context.

•  Mastery of ESRI’s ArcGIS software platform, experience with building spatial models and repeatable workflows using Python, with the ability to handle large datasets.

•  Demonstrated understanding of Cloud Architecture and services, (Google Cloud, AWS, etc.). Skilled in designing, deploying, and managing scalable and resilient cloud solutions, with a deep understanding of best practices for security, cost optimization, and performance tuning.

•  Proven hands-on experience in Data Science, Data Management, and Application Development.

•  Demonstrated success in leading major data-driven initiatives and programs.

•  Strong technical expertise in data analytics and information systems.

•  Experience in budget development and resource allocation.

•  Excellent project management and leadership skills.

•  Strong collaborative abilities and communication skills.

•  Background in implementing information security protocols and data governance.

•  Ability to communicate clearly and concisely, both verbally and in writing, distilling complex concepts into compelling, relevant and understandable presentations.

•  Ability to meet organizational goals and performance expectations. Ability to set objectives and goals; scope out length and difficulty of projects; break down work into the process steps; develop schedules and task/people assignments; anticipate and adjust for problems and roadblocks; measure performance against goals and evaluate results.

•  Demonstrated experience working directly with executives, senior managers, IT managers, systems administrators, developers, system architects and desktop support staff in-house, as well as outside consultants and vendors.

 

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

 

Education: A Master’s degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with their application.

 

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.

 

A Bachelor’s degree in an appropriate discipline and four years of relevant experience is an alternative qualification.

 

License/Certificate: Possession of a valid California Class C driver’s license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

 

PREFERRED QUALIFICATIONS

Experience: 

•  A minimum of five (5) years of progressive experience leading and managing Data Science, Data Management, or Application Development systems and teams, with a focus on delivering value to government officials and public sector audiences.

•  At least three (3) years of experience supervising, mentoring, and coaching professional and technical staff and contractors.
