ABOUT MTC
The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. ABOUT THE TEAM
The Funding Policy and Programs (FPP) section of MTC oversees policy development and investment decision-making including $1.5 billion annually in federal, state, and regional transportation funds. These investments and policies implement Plan Bay Area 2050, a comprehensive blueprint for the development of transit, highway, local streets and roads, rail, and bicycle and pedestrian facilities that integrates planning for transportation, land use, and housing. Other areas of focus include road safety/Vision Zero, transit operations funding, project delivery, and asset management.
ABOUT THE ROLE
Under general direction of the Principal, Transit Programs and Financial Analysis, the Transit Operating Allocations Coordinator is responsible for administration of two vital sources of transit operations funding – the Transportation Development Act (TDA) Local Transportation Fund and the State Transit Assistance (STA) Fund. This work will require working collaboratively with internal and external partners to determine funding amounts; distribute funding to transit agencies and other project sponsors; and liaise between MTC’s Finance teams and transit operator partners to ensure timely delivery of funding and clear communication lines.
Additionally, the Transit Operating Allocations Coordinator will contribute to the regional response to the transit fiscal cliff through analysis of transit agency budgets and operational statistics.
ESSENTIAL DUTIES & RESPONSIBILITIES
• In coordination with the Finance Section and project sponsors, administer and oversee the allocation of transit operating funds to support transit operations and capital projects.
• Review and approve invoices, monitor and adjust disbursements, and reconcile revenues and allocations.
• Oversee process improvements to the allocation process, including suggesting improvements for procedures involving multiple MTC teams and assessing the potential for utilizing new tools and technologies.
• Analyze financial and operational data related to transit operations funding in the Bay Area and translate findings into tables, charts, presentations, and memos.
• Represent MTC at meetings, prepare written reports and memoranda, and make presentations before MTC committees, executive staff, and other agencies.
• Perform other job-related duties as needed or assigned by the section.
QUALIFICATIONS

KNOWLEDGE, SKILLS, & ABILITIES
The ideal candidate will have the following knowledge, skills, and abilities:
• Familiarity with the San Francisco Bay Area transit network, including knowledge of operators
• Ability to analyze data and form recommendations for policies, processes, and funding decisions
• Ability to manage multiple programs with attention to accuracy in work products and communication with involved stakeholders
• Ability to work effectively as part of a team, and develop and maintain strong working relationships with internal staff as well as key staff at various external agencies
• Manage multiple critical tasks with conflicting priorities and/or deadlines
• Communicate clearly and effectively, both orally and in writing
• Expert skills with Microsoft Office suite, especially Excel
MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:
Education: A Bachelor’s degree in an appropriate field related to the area of assignment, such as transportation planning, public policy, transportation engineering, economics, or public administration. A Master’s degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.
ASSISTANT PLANNER/ANALYST
Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.
ASSOCIATE PLANNER/ANALYST
Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration.
License/Certificate:
Possession of a valid California Class C driver’s license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
